慰安婦問題とは

「慰安婦問題」をまず、どう英訳するかです。
これは「河野談話」がヒントになりますので、それを引用しましょう。
河野談話

それによると
「慰安婦」は　comfort women
「慰安婦問題」は　the issue of "comfort women"
と書かれています。

なお、翻訳にはgoogle翻訳を使っています。

なので「慰安婦問題とは」は「The issue of "comfort women"」と訳しました。
google翻訳では「The comfort women issue」と訳されましたが、河野談話では「The comfort women issue」と記載された箇所がなかったので、それに習いました。

Ａ　戦時中、日本軍の関与の下で作られた慰安所で、将兵の性の相手を強いられた女性。

まず、河野談話からヒントになる英単語をかき集めます。

『戦時中、日本軍（The then Japanese military）の関与の下で作られた慰安所（comfort station）で、将兵の性の相手を強いられた女性。』

この時点で気づくことは、河野談話では「旧日本軍」とされている言葉が朝日新聞では「日本軍」とされていることです。些細な違いとも言えますが、悪意を感じないでもありません。

また、河野談話に
「with the involvement of the military authorities of the day,」
「当時の軍の関与の下に」、と書かれています。これも使いましょう

「日本軍の関与の下で作られた慰安所」は
googleで訳すと
「Comfort stations it had been made under the involvement of the Japanese military」
となりますが
ここまでの内容を踏まえて
「the comfort stations with the involvement of the then Japanese military authorities 」と訳しました。

さて、もとの日本語に戻ります。
「戦時中、日本軍の関与の下で作られた慰安所で、将兵の性の相手を強いられた女性。」
なので、この文章の骨格は
「（慰安婦は）戦時中、慰安所で、将兵の性の相手を強いられた女性です。」となります。

翻訳だと
(Comfort women) is a woman during the war, in the comfort station, was forced to partner sex of soldiers.
となり、違和感はなさそうです。
では、これに「慰安所」の詳細を追加します。

The comfort women is a woman during the war, in the comfort station with the involvement of the then Japanese military authorities, was forced to partner sex of soldiers.

と、なりました。


これが朝日新聞の慰安婦の定義です。

もう一度確認しましょう。
「戦時中、日本軍の関与の下で作られた慰安所で、将兵の性の相手を強いられた女性。」

「（日本）軍の関与の元で作られた慰安所」
「将兵の性の相手を強いられた女性」　この２点が朝日新聞の条件です。

逆に言えば、この２点のいずれかを満たさなければ慰安婦ではありませんし、
今問題になっている人たち以外にもこの２点を満たす人がいれば、
それは朝日新聞の定義だと慰安婦になります。

では次の文章
『政府は１９９３年８月に河野洋平官房長官が発表した談話（河野談話）で「当時の軍の関与の下に多数の女性の名誉と尊厳を深く傷つけた問題」と指摘した。』

ここと河野談話という言葉が登場します。
「河野談話」を単純に翻訳すると「Kono discourse」となります。
かわる言葉を見つけれていないので、一旦このままの表現にします。

ちなみに河野談話そのものでは
「慰安婦関係調査結果発表に関する」→「on the result of the study on the issue of "comfort women"」
「河野内閣官房長官談話」→「Statement by the Chief Cabinet Secretary Yohei Kono」
「平成5年8月4日」→「August 4, 1993」
と書かれています。

本文の「河野洋平官房長官が発表した談話」の表現は「Statement by the Chief Cabinet Secretary Yohei Kono」に置きかえて問題ないと思われます。

また、「」内の文言「当時の軍の関与の下に多数の女性の名誉と尊厳を深く傷つけた問題」は
河野談話から引用と判断できます。

原文は
いずれにしても、本件は、当時の軍の関与の下に、多数の女性の名誉と尊厳を深く傷つけた問題である。

になります。
ここから、引用されていない「Undeniably,（いずれにしても） 」を除いて用いましょう。

では本文
『政府は１９９３年８月に河野洋平官房長官が発表した談話（河野談話）で「当時の軍の関与の下に多数の女性の名誉と尊厳を深く傷つけた問題」と指摘した。』
文章の骨格は
『政府は談話で「A」と指摘した。』となります。

訳は
The government has pointed out that "A" in the discourse.


Aに this was an act, with the involvement of the military authorities of the day, that severely injured the honor and dignity of many women.
を

談話を Statement by the Chief Cabinet Secretary Yohei Kono(Kono discourse) in August 1993 に置き換えます。
